Have you seen the news about how gas prices are to rise?

I saw a report that said some US refineries are shutting down for maintenance, a normal procedure. But that some will stay closed! I saw this news on the CBC last night night. I haven't had time to do some research and learn the real reason why this would happen in such a time of need. Does anyone else have info to share?
